Where things stand

Singapore takes a pro-innovation, framework-driven approach — its Model AI Governance Framework and AI Verify testing toolkit set voluntary but widely adopted standards without binding AI law. A 2019 data center moratorium was lifted in 2022 under strict green conditions, and the December 2025 DC-CFA2 opened at least 200 MW of new capacity contingent on 50%+ green energy and a PUE of 1.25 at full load. Combined with a S$1 billion National AI Strategy, Singapore couples growth with sustainability.
