The Netherlands has been tightening data center rules since 2019, culminating in a 2022 national ban on new hyperscale facilities across most of the country and an Amsterdam moratorium that now runs through 2030. Grid congestion is severe — data centers consume roughly 4.6% of national electricity. Despite the siting restrictions, the government still pursues AI ambition via a National AI Delta Plan and a 2025 Nvidia deal to build a national AI supercomputer.
