Where things stand

Italy became the first EU member state to enact a comprehensive national AI law (October 2025), with the data protection authority Garante one of Europe's most aggressive AI enforcers — it banned DeepSeek outright in January 2025 and previously fined OpenAI €15M. Milan and Rome are meanwhile absorbing up to €10 billion in data center investment through 2026. Italy's 2024 G7 presidency also positioned it as a shaper of international AI governance norms.
