Where things stand

Finland is implementing the EU AI Act with a deliberately light touch — minimal extra national rules on top. It hosts Google's Hamina and Microsoft's Helsinki-area hyperscale campuses, both pioneering waste-heat recovery into municipal district heating. Starting July 2026, data centers lose their preferential electricity tax rate, replaced by a new value-added incentive scheme.
